Adam Westbrook, a human resources director in Outagamie County, Wisconsin, was arrested Friday on suspicion of possession of child pornography and sexual exploitation of a child.
The Sauk County Sheriff’s Department confirmed that Westbrook was booked early Friday morning. Charges have not yet been filed, though Westbrook is expected to be charged with four counts of possession of child pornography and four counts of sexual exploitation of a child.
“We are shocked by the charges and have begun the process to terminate the individual,” said Outagamie County Executive Tom Nelson after Westbrook’s arrest was reported. “We will continue to cooperate with authorities and do all we can to assist in the investigation.”

It is unclear whether Westbrook is a member of the Sisters of Perpetual Indulgence, a group known for mocking sacred symbols of Christianity with sexualized performances, or a similar group.
The Sisters of Perpetual Indulgence found themselves at the center of national controversy last summer when the Los Angeles Dodgers honored them at the team’s pride night. The team had initially opted not to invite the group, though they eventually caved to pressure from left-wing activists and re-extended the invitation.
Westbrook previously worked in the human resources department in Sheboygan between January and September 2023 before stepping down after claiming that “hateful” and “defamatory” comments were directed towards him.
“Since starting at the City, I have been subject to an onslaught of false, defamatory, and downright hateful statements and accusations coming from a small group of individuals who seem to relish in conspiracy theories, name calling, and trying as hard as they can to rid the City of anyone who doesn’t look, think, or act like them,” Westbrook wrote in his resignation email, which was obtained by The Sheboygan Press.
